Microsoft Visual Studio Tools for Applications gives you a way to enable end users to customize your existing applications using Visual Basic and Visual C#. You can incorporate a custom integrated development environment (IDE) that is similar to the Visual Studio IDE into the application. End-user developers can use the IDE to customize the application by creating add-ins that extend the functionality of the application to meet their needs.

Important notice:
There is a known issues with the Office 2013 Preview and Visual Studio Tools for Applications.
Issue: Customizing InfoPath form code fails to launch Visual Studio in Office 2013 Preview when Office is installed from an MSI.
Workaround:

1. Run the “Visual Studio patch” from this address: http://go.microsoft.com/fwlink/?LinkId=257725.
2. For x64 installs of office, copy the files in C:\Program Files (x86)\Microsoft Visual Studio 11.0\VC\redist\x64\Microsoft.VC110.CRT to the Office install directory C:\Program Files\Microsoft Office\Office15 or C:\Program Files\Microsoft Office 15\root\office15 (whichever exists on your computer).
3. For x86 installs of office, copy the files in C:\Program Files (x86)\Microsoft Visual Studio 11.0\VC\redist\x86\Microsoft.VC110.CRT to the Office install directory C:\Program Files (x86)\Microsoft Office\Office15 or C:\Program Files (x86)\Microsoft Office 15\root\office15 (whichever exists on your computer).
