Administrative Template files are used to populate user interface settings in the Group Policy Object Editor, which is used to manage registry-based policy settings. The Windows Live Toolbar Administrative Template (.adm) file enables administrators to control access to Toolbar features and functionality using registry-based policy settings.

Window Live Toolbar version 14.00.8052.1208 . You will need user rights to run Group Policy Editor (gpedit.msc)
Installation Instructions
From within Group Policy Editor, expand the user or computer configuration policy node. Right click on the Admin Template folder and select Add/Remove Templates. Next, click Add and browse to the WindowsLiveToolbar.adm file and select it. Click Close. Navigate to the Class Admin Templates (ADM) > Windows Live > Windows Live Toolbar > Options node. Choose the Toolbar settings to enable/disable.
