Software update to correct autocomplete failure in IE7 and IE8 running on WinFLP

WinFLP runtimes, without Local Management installed, are missing a dependency required for Autocomplete in Internet Explorer versions 7 and 8. This update provides the missing dependency to support Autocomplete functionality.
