Partition aware, parallel copy utility to transfer SQL data between SQL DB and SQL MI in either direction.

A utility that automatically copies tables in parallel from one SQL PaaS Service to another (i.e. SQL DB to SQL MI or SQL MI to SQL DB). If tables are already partitioned or if the number of rows is above a configured size, the table is copied in multiple parallel activities. Tables are copied in dependency order so foreign keys
