eMbedded Visual C++ 4.0 SP3 is a cumulative service release of the previous service packs of eVC 4.0

eMbedded VC++ 4.0 SP3 merges the functionality of eMbedded VC++ 4.0 SP1 and eMbedded VC++ 4.0 SP2. It also enables development using a single development computer to target Windows CE .NET, Windows CE .NET 4.1, or Windows CE .NET 4.2.

eVC4 SP3 installation includes previously released QFEs for eMbedded VC++ 4.0 .
