CAUSE
In IIS 4.0 or 5.x versions, the uploading of files to an FTP site is a synchronous process. Each synchronous process uses a separate thread for its running. Because there is a limit on the number of threads that can be created (100), you cannot upload more than 100 files at the same time because no threads will be available to support the uploading of more files asynchronously.
