A patch to WPF Performance Suite tools to fix issues with Visual Profiler in certain time zones.

The WPF Performance Suite had a bug where users in a time zone greater than GMT did not see any data in Visual Profiler tool.The WPF Performance Suite is installed with the “Windows SDK for Windows and .NET Framework 4”.This patch provides a fix to the above problem.
